ECO4 Eligibility
The ECO4 scheme is a long-running government obligation placed on major energy suppliers. Its purpose is to reduce fuel poverty by upgrading the least energy-efficient homes in the UK.
Means-Tested Benefits
You may qualify automatically if someone living in the property receives one or more of the following benefits:
- Universal Credit
- Pension Credit (Guarantee Credit or Savings Credit)
- Income-based Jobseeker's Allowance (JSA)
- Income-related Employment and Support Allowance (ESA)
- Income Support
- Working Tax Credit
- Child Tax Credit
Good to know:
- • The benefit claimant does not need to be the homeowner
- • Both homeowners and private tenants can qualify
- • The property must usually have a low EPC rating (typically D-G)
LA Flex (Local Authority Flexible Eligibility)
If you don't receive qualifying benefits, you may still be eligible through LA Flex. This route allows local councils to approve households that are:
Low Income
Typically households with a total income of £31,000 or less, or as defined by the local authority.
Vulnerable to Cold Homes
This can include households with:
- •Elderly residents
- •Young children
- •Long-term health conditions
- •Disabilities
- •Mental health conditions affected by cold homes
Warm Homes: Local Grant
The Warm Homes: Local Grant is a locally delivered government grant aimed at helping households on low incomes improve their home's energy efficiency — including many people who do not qualify for traditional benefit-based schemes.
Low Income
No Benefits Required
You may qualify if your total household income is £36,000 or less per year.
- Income is assessed for everyone living in the home
- You do not need to be claiming benefits
- Homeowners and private tenants can be eligible
This route is ideal for working households who struggle with high energy bills but don't receive state benefits.
